These Terms govern your use of the dlance app and website (together, the "Service"), operated in Laos. By creating an account or using dlance, you agree to these Terms. If you don't agree, please don't use the Service.
dlance is a marketplace that connects people who need work done ("Hirers") with people who can do it ("Freelancers"). You can post a job and receive proposals, or buy a ready-made service package at a fixed price. dlance is not a party to the work agreed between a Hirer and a Freelancer — we provide the platform, identity verification, and the escrow payment system that holds funds safely until the work is approved.
You must be at least 18 years old and able to form a binding contract under Lao law to create an account. You're responsible for the accuracy of the information you give us, and for keeping your login credentials secure. One person may hold one account.
To send or accept paid work, you must complete identity verification. Freelancers provide a government-issued ID, a selfie holding that ID, their legal name and date of birth, and a payout account in that same legal name — this is how we confirm the money goes to the person who actually did the work. Hirers verify with an ID and selfie, and additionally a business name and registration document if verifying as a business.
Submissions are reviewed by our team, not only by automated rules. We may approve, reject, or ask for more information, and may limit resubmission attempts within a 30-day window to prevent abuse. Providing false or altered documents is a serious violation of these Terms and may result in account termination and, where appropriate, referral to law enforcement.
When a Hirer and Freelancer agree on a price in chat, the Hirer transfers the amount to dlance's escrow account by bank transfer and attaches the payment slip in the app. Our team verifies the transfer before the funds are considered held in escrow. The money is released to the Freelancer only once the Hirer approves the completed work — until then, it stays in escrow and can be disputed.
dlance may charge a service fee on transactions, which will be clearly disclosed before you confirm a payment. Fees, once disclosed and accepted for a specific transaction, are non-refundable except where required by law.
If delivered work doesn't match what was agreed, you can request a revision before approving — funds stay in escrow until you do approve, so nothing is released prematurely. If a Hirer and Freelancer can't resolve a disagreement between themselves, either party can contact our support team to review the conversation and evidence attached to the order and help reach a resolution.
For on-site jobs, the public job board only ever shows an approximate area and distance — never an exact address. Your precise pin is shared privately, only with the Freelancer you actually hire, once an order is created, so they can find you. It is never shown on the public board or to anyone else.
You keep ownership of the photos, portfolio listings, messages, and other content you upload. By posting it on dlance, you give us a limited license to store, display, and transmit it as needed to operate the Service (for example, showing your portfolio photos to potential buyers, or delivering a chat photo to the recipient). You're responsible for making sure you have the right to share whatever you upload, and for its accuracy.
You agree not to: circumvent escrow by arranging payment outside the app for work agreed on dlance; submit false, stolen, or altered identity documents; post fake reviews or manipulate ratings; harass, threaten, or discriminate against other users; post illegal services or content; or attempt to access another user's account or our systems without authorization.
We may lock or terminate an account that violates these Terms, submits fraudulent verification documents, or is reported for behaviour that puts other users at risk. Where we lock an account, we'll tell you why in-app.
You can close your own account at any time, from Profile → Close my account, without contacting anyone. This switches it off immediately — you're signed out everywhere, open job posts close, and portfolios stop being listed — but nothing is deleted, and signing back in at any time brings it all back exactly as it was. If you'd rather your account and verification documents were erased permanently and irreversibly instead, contact support to request that; we may still need to retain certain records for fraud prevention or under Lao law even after an account is closed (see "How long we keep it" in our Privacy Policy).
dlance provides the platform "as is." We are not the employer of any Freelancer and are not responsible for the quality, legality, or safety of work performed between users — our escrow system exists to reduce that risk, not eliminate it entirely. To the maximum extent permitted by Lao law, dlance is not liable for indirect, incidental, or consequential damages arising from your use of the Service.
These Terms are governed by the laws of the Lao People's Democratic Republic. Any dispute that can't be resolved through our support team will be subject to the jurisdiction of the courts of Laos.
We may update these Terms as the Service evolves. If we make a material change, we'll notify you in-app or by the contact details on your account before it takes effect. Continuing to use dlance after a change takes effect means you accept the updated Terms.
